Steering of Roaming Technologies

A primary factor in the success of GSM is its support for roaming. The perceived value of roaming among users is high, with subscribers willing to pay a premium for voice and data services outside of their home network.

The opportunity to capture revenue from increased roaming traffic is not without its challenges. Differing interconnection fees and variations between countries make cost control a key issue. Today’s mobile operators need to build a compelling roaming proposition for their subscribers, while also managing costs and maximizing margins.

Fundamental to this equation is the ability to ensure each subscriber roams on the most-preferred network available at all times. This document examines the effectiveness of the two main types of technical solutions available in the marketplace for steering subscribers to preferred networks. Within this document, these are referred to as SIM-based solutions and network-based solutions.
