DM packages are designed to support provisioning of device settings. They support the most widely used OTA provisioning protocols enabling the delivery of settings for a broad range of mobile terminals.

The packages include a business logic engine that decides, based upon various inputs and other information, how to and with which settings to provision the terminal and manages the process. A device aware repository manages information about the capabilities of the handset, how to identify the handset (for both automatic and specifically requested settings), and relevant protocol for OTA provisioning of device settings.
